does anyone know a game alot like City of heroes or villians, where u can create your own hero?

or if u can, tell me if theres any CoV or CoH private servers that you know of?

if not i will settle for any game thats pc or maybe console, where u can make your own super hero. and customize almost or the same as COH or COV

preferibly free, online or not ill be satified with pve or pvp
